The End of the 15-Month Wait-Out Period: Why It's Great News for Landed Homeowners Planning to Right-Size

For many landed homeowners, selling the family home isn't simply about moving. It's about starting a new chapter in life. Perhaps the children have already moved out. Perhaps maintaining a large landed property has become physically demanding. Or perhaps it's time to unlock decades of accumulated housing wealth to enjoy retirement more comfortably.


For years, however, one policy made that journey much more complicated — the 15-month wait-out period.


Introduced in September 2022 as a temporary cooling measure, the policy required most private residential property owners to wait 15 months after selling their private home before they could purchase a non-subsidised HDB resale flat. The objective was to moderate demand in the resale HDB market when prices were rising rapidly and to prioritise affordable housing for first-time buyers.

Now, that restriction has been removed with immediate effect (28/07/2026). While this may appear to be a small policy adjustment, I believe it is one of the most significant changes for older landed homeowners in recent years.


Here's why.

A Quick Recap – Why Was The 15-Month Wait-Out Period Introduced?

To understand why this latest announcement matters, we first need to understand why the rule existed in the first place.


Back in 2022, Singapore's HDB resale market was experiencing exceptionally strong demand. Resale prices had surged sharply, growing by 10.4% in 2022, while many cash-rich private property owners were selling their homes and moving into resale HDB flats. Before the policy was introduced, the number of private property owners buying resale flats had roughly doubled compared with 2019–2020, and many were willing to pay higher Cash-Over-Valuation (COV), adding further pressure to prices.


To cool the market, the Government introduced a temporary measure requiring most private property owners to wait 15 months after disposing of their property before purchasing a non-subsidised HDB resale flat. Seniors aged 55 and above were exempted only if they bought a 4-room or smaller resale flat (or certain senior housing options).


The Government made it clear from the beginning that this was intended to be a temporary measure.

Why Has The Government Removed It Now? Fast forward to 2026

The housing market looks very different. According to the Ministry for National Development, HDB resale prices have moderated significantly over the past few years. In fact, resale prices declined for two consecutive quarters in 2026—down 0.1% in Q1 and a further 0.3% in Q2. This followed years of slower price growth after multiple rounds of cooling measures and increased housing supply.

National Development Minister Chee Hong Tat explained that the Government assessed the temporary measure had achieved its objective of moderating demand, and that households with genuine housing needs had experienced unnecessary disruption under the wait-out requirement.

As a result, the restriction has now been removed with immediate effect.

What Has Actually Changed?

The difference is straightforward—but hugely impactful.


Previously, if you sold your landed house, semi-detached home, detached house or condominium, you generally had to:

  • Complete the sale.

  • Wait 15 months.

  • Only then purchase a non-subsidised HDB resale flat.


Unless you qualified under the limited senior exemption, there was simply no way around this waiting period.


Today, private residential property owners and former owners can now buy an eligible non-subsidised HDB resale flat immediately after selling their private property, without serving the 15-month wait-out period, provided they meet the prevailing eligibility requirements. The longer 30-month wait-out requirement for buying subsidised flats or receiving certain HDB housing assistance remains unchanged.

That is a significant improvement for homeowners planning to right-size.

One Of The Biggest Benefits – No More Paying Rent While Waiting.

In my opinion, this is one of the most overlooked advantages. Under the previous rules, many homeowners sold their landed property but couldn't immediately purchase their next HDB resale home.


So where did they stay?


Many had little choice but to rent for 15 months. That often meant paying for:

  • Monthly rental.

  • Storage for furniture.

  • Multiple moving expenses.

  • Temporary renovation arrangements.

  • Opportunity costs while sale proceeds sat idle.


For many families, this wasn't simply inconvenient. It was expensive. Removing the wait-out period eliminates this unnecessary gap. Homeowners can now plan a much smoother transition from their landed property directly into their next home.

Greater Flexibility For Right-Sizing

This policy change is particularly meaningful for landed homeowners approaching retirement.

Many families no longer require a large landed property once their children have moved out.


Instead, they may wish to:

  • Reduce maintenance.

  • Unlock housing equity.

  • Lower monthly expenses.

  • Live closer to children.

  • Improve retirement cash flow.


Previously, many delayed making this move because the transition was simply too disruptive.

Today, right-sizing becomes much more practical.

Bigger HDB Homes Are Now A Realistic Option Again

One of the biggest frustrations under the old rules was that homeowners aged 55 and above could avoid the wait-out period only if they bought a 4-room or smaller resale flat. For many landed homeowners, that simply wasn't realistic.


Imagine living in a landed house for 20 or 30 years. You're accustomed to:

  • Large bedrooms.

  • Spacious living areas.

  • Multiple bathrooms.

  • Extra rooms for hobbies or visiting children.

  • Plenty of storage spaces


Moving into a smaller flat often felt like too drastic a lifestyle change. With the removal of the wait-out period, homeowners are no longer constrained by that earlier exemption. They now have the flexibility to consider a much wider range of resale HDB homes, including:

  • 5-room flats.

  • Executive Apartments.

  • Executive Maisonettes.

  • Other larger eligible resale HDB flat types.


For many families, this creates a much more comfortable and practical retirement option.


Why This Matters Even More For Landed Homeowners

Over the past few years, I have spoken to many landed homeowners across District 19 who wanted to right-size but found themselves caught in a difficult position. Moving from a landed house into another private condominium often didn't make financial sense. Private condominium prices have risen significantly over the years.


Although buyers would own a newer property, many would also end up with:

  • Much less living space.

  • Ongoing monthly maintenance fees.

  • Higher purchase prices.


On the other hand, moving into a resale HDB flat previously meant dealing with the 15-month wait-out period and, for many seniors, accepting a much smaller 4-room flat if they wanted to avoid the delay. Neither option was particularly attractive.


This latest policy change gives homeowners a genuine third pathway. They can unlock the value of their landed home while still enjoying a spacious resale HDB flat that better suits their retirement lifestyle.

What Could This Mean For The Property Market?

Although the policy is aimed at genuine right-sizers rather than investors, it is likely to have broader effects across Singapore's housing market. In the near term, we may see more private homeowners taking the opportunity to right-size into resale HDB flats, which could gradually support resale demand after the recent moderation in prices.


When these HDB sellers cash out, some may eventually re-enter the private housing market, creating additional activity further up the property ladder.


Rather than dramatically changing the market overnight, the more likely outcome is a gradual increase in transaction activity across multiple housing segments.


This is consistent with the Government's broader objective of maintaining a stable and orderly housing market rather than encouraging sharp price movements.

Final Thoughts

The removal of the 15-month wait-out period is far more than a technical policy adjustment. For many landed homeowners, it removes one of the biggest practical obstacles to right-sizing.


It eliminates an expensive period of interim housing.

It provides greater flexibility when planning retirement.

It allows homeowners to consider larger resale HDB flats that better suit their lifestyle.


Most importantly, it gives families more freedom to make housing decisions based on their needs, not around an artificial waiting period.
